The latest TTSA report to the Securities and Exchange Commission

 On 17 February 2021, To The Stars Academy of Arts & Science, filed its latest report, dated 15 February 2021, with the U.S. Securities and Exchange Commission. The full text of the report is as follows:

"Item 9. Other Events

 

To The Stars Academy of Arts and Science Inc. (“TTSA”) has made giant strides in our mission: from the official release and acknowledgment of UAP footage by government officials that has been viewed by over 28 million people, resulting in the mainstream press taking the topic seriously, to the two successful seasons of the HISTORY series “Unidentified” syndicated around the world, to thought leadership briefings at the highest level of the US Government, to a Cooperative R&D Agreement with the US Army, all topped with the astounding formation of a UAP Task Force by the US Department of Defense.

 

TTSA now enters its natural evolution as a company as we adapt to a new global landscape with new opportunities and priorities. The COVID-19 global pandemic has had a significant and negative impact on the defense and entertainment industries, and on individual investors’ willingness to invest in companies that are active in those industries, including TTSA. Taking into account the company’s natural evolution and the changes in the business environment due to COVID-19, TTSA is looking to build on the momentum of business initiatives where we are seeing highest success and which are increasingly likely to yield shareholder value. To achieve its goals, TTSA has decided to restructure its operations to scale back its initiatives in science and tech commercialization and to place a greater emphasis on the operations of its entertainment business.

 

TTSA has multiple intellectual property assets that it intends to develop into films, TV, books, and merchandise. To further its goals, TTSA plans to enter into strategic partnerships for the production and financing of its films and to explore merger possibilities in areas that could make it a vertically integrated film studio. TTSA’s other plans for expansion into the entertainment industry would include film product licensing and acquisition of literary talent for the creation of its film scripts.

 

As part of its restructuring, TTSA has taken steps to reduce debt by selling “Love LLC Movie” assets to Thomas DeLonge, its Chief Executive Officer, for $525,000 in a combination of cash and debt forgiveness, including a reduction in $400,000 in royalties owed as part of the Angels & Airwaves licensing agreement. That licensing agreement has now been terminated and the company is in discussions about renegotiating it. The company is also temporarily licensing to Thomas DeLonge the To The Stars Inc. business, for a monthly service fee, to reduce its overhead liabilities and capital needs through March 31, 2021.

 

Further, as part of the restructuring, Stephen Justice, TTSA’s Chief Operations Officer, Luis Elizondo, TTSA’s Director of Government Programs & Services, and Christopher Mellon, a member of TTSA’s advisory board, are no longer with the company. To keep in sync with TTSA’s public benefit mission of informed entertainment media, the company plans to keep its science advisory board, whose connections will influence TTSA’s stories for film, and to add a board member with expertise in the film industry."

Chris Mellon and those videos

On 23 October 2020, Alejandro Rojas published an article written by himself, titled "How US Intelligence Community Insiders Got the Senate's Attention Regarding UFOs." Regarding the source of two USN UAP videos given to the New York Times for its November 2017 article, Christopher Mellon is cited as stating:

"I received the videos. the now-famous videos in the Pentagon parking lot, from a Defense Department official. I still have the packaging." 

Now, that last bit of the statement is interesting, namely, that Christopher Mellon says "I still have the packaging." This is because on 7 August 2018 Twitter user @Jay09784691 posted several tweets about the existence of a number of images, which had been found on a US website belonging to Christopher Mellon. One of these was the image below:


 

If this is the packaging referred to by Mellon, then can we glean anything further from the image? "Chris Mellon 16000 9/7/17" This is possibly the date and time when Mellon received the package, as this would be useful for creating a chain of custody of the material in the package.

This image appears to be a set of four CD-R's lying on a package. Many in the UAP community have assumed these CD-R's contained copies of the videos. Note that the CD-R's contain "Unclassified" material. The USN said at one stage that the videos were unclassified. There is also the number "9/5" which is probably 5th September, two days before the date on the Mellon package. 

Who is R. Essex?

At about 22m20s In a YouTube video discussion dated September 2019, between Canadian researcher Grant Cameron, and U.S. researcher Richard Dolan, there was mention made of the manner in which the initial two United States Navy Unidentified Aerial Phenomena videos had been "released?" Cameron states that he had seen the images of the material from Mellon's website. He had noted the name on the package which was not Elizondo's or Mellon's.  Cameron went on to say that he had checked out this individual via a contact he had in the Pentagon. It turned out that there was such an individual at the Pentagon; it was a female, in Public Relations. 

Despite a check via FaceBook; LinkedIn and Radaris, etc., I have been unable to locate such an individual. Has any blog reader any additional information?

September 2020 US Securities and Exchange Commission filing by TTSA

 A few days ago, To The Stars Academy of Arts and Science  (TTSA) filed its latest set of documents with the US Securities and Exchange Commission. One of the documents filed, is titled "The Company's Business." Previous editions of "The Company's Business" have provided such information about aspects of TTSA's operations, as Linda Moulton Howe's transfer of "Arts Parts" to TTSA; previously unknown details about SCOUT; and financial aspects of the ADAM Project. What do these latest documents provide, which previous editions have not?


The Entertainment Division

The "Monsters of California" feature film script has been completed and production is scheduled to commence in the Fall of 2020.

The plans for the release of a short film, "Poet Anderson" has been paused to allow for discussions on a full length movie.

Science and Technology Division

* The VAULT contents "...have been viewed over 24 million times."

* Projects still under consideration, are advanced quantum communications; aerospace technology; Beamed Energy Propulsion Launch Systems, and Space-Time Metrics Engineering.

* SCOUT (Signature Collection of UAP Tracker) is scheduled to launch in the summer of 2020, now delayed. Available via the iTunes App store and Google Play, later in 2020.

* ADAM (Acquisition and Data Analysis of Materials)  "The next series of scientific analysis on these metamaterials requires access to specialized equipment and our goal is that the tests will be conducted pursuant to the CRADA...the company is unable to estimate the scope, timeline, and cost of such efforts."

Due to COVID-19, "Laboratory tests which we planned to conduct pursuant to our ADAM Research Project was paused and will resume at some later date when laboratories resume normal operations."

Talks program

"In May 2020, the company launched a TTSA Talks Program that will feature conversations and interactive question and answer sessions with experts and other stakeholders that dive deep into the complexity of advanced technology problems, proposed solutions and the TTSA public benefit mission."

TTTSA - the 31 March 2020 report to the SEC

Introduction

Recently, the To The Stars Academy of Arts & Science (TTSA) filed updated documents with the US Securities and Exchange Commission. As well as providing financial information and an update on the activities of its entertainment division, there was news about other company divisions. I will provide my comments, as appropriate.



Items of interest to me included

1.  Metamaterials 

"In July 2019, the company acquired metamaterial assets to accelerate its material science program for the ADAM research project. The exotic materials that were purchased have a structure and composite unknown to any existing commercial or military application and through its scientific study, the Science and Technology Division will look to substantiate possible attributes and transition them to technology capabilities."

My comment: We have yet to hear of any samples with such properties, other than claims about the Linda Moulton Howe and Art Bell artifacts.

2. Under "Future goals"

a. "Continue to be a best-in-class research program that educates the public about scientific phenomena on a mass-media level."

b. "Contribute to advancing human intelligence through The VAULT using an artifcial intelligence-driven database to triage and partition data that enables collaboration among the public, academia, industry, government and law enforcement to find anomalies, trends, signatures and patterns."

c. "Launch the SCOUT mobile application."

d. "Significantly decrease the cost and environmental impact of orbit launches with our Beamed Energy Launch Systems; and

e. "Establish the company as the world leader in next-generation intelligence and laboratory for revolutionary physics and material science research that could have the possibility of positively changing the current understanding of propulsion, communication, transportation and everyday life."

3. SCOUT

"The SCOUT mobile application will enable data collection directly from the public that will contribute to The VAULT. SCOUT will enable users to access, track and view other users' data contributions as well as information published by the company. We plan to upgrade The VAULT to include data submissions from larger databases such as the US Government and foreign governments in the future. SCOUT will be made available to the public through the iTunes App Store and Google Play later in 2020."

My comments:

The initial date for release was said to be late Fall, 2019. It is known, through statements by Luis Elizondo, that TTSA acquired a large database of Italian UAP cases from a private Italian UAP research organisation. We also know that the Defense Intelligence Agency funded, Bigelow Aerospace Advanced Space Studies (BAASS) created large data bases of UAP data. It is a pity that this BAASS material is unable to be shared with TTSA, as it would save much time and expense.

4. Intellectual property.

"In 2020 the Science and Technology Division is looking to continue to expand its intellectual property portfolio by acquiring, enhancing or integrating new technology solutions that have innovative applications in both private industry and government."

5. Potential partners.

"We continue to have meetings with potential partners, and we anticipate that our efforts to expand the scope and number of collaborative relationships will gain significant momentum in 2020."

6. Projects planned.

a. "Launch the SCOUT mobile application to expand the reach and collection of data for The VAULT."

b. "Complete the evaluation stage and begin the development phase on the BELS and STME projects."

c. "Expand the scope of our efforts to collect and analyze materials under the A.D.A.M. Research project that could lead to discoveries and commercial applications."

My Comment: We know that in late 2019, Luis Elizondo was in Argentina looking to retrieve physical UAP samples.

A private company plans to collect data on UAP


A new event

Thanks to the eagle eyes of Twitter user Paul Scott Anderson, two interesting items have come to my attention in the last twenty-four hours. The first concerns a one day event where a private company Hypergiant, and SpaceCom are presenting an event "...to connect space technologies and business innovation." To be held in Austin, Texas, USA, the event agenda includes:

"What to Expect in Space by 2100."

"Off-Earth Economic Expansion."

"Houston, We have a Problem - Re-imaging Mission Control."

"Returning to the Moon for Exploration and profit."

"Building the Next Generation of Space Suits."

"Athletes x Astronauts - The Future of Human Performance."

The topics have a mix of individuals from private enterprise and NASA, leading the presentations.

However, the final topic is the one of relevance to us. "Unidentified - Using Advanced Technologies To Track UAPs." The session notes read "The Truth is out there. This session will explore the new down-to-Earth advanced technology approaches to help military, municipalities and others identify and track unidentified aerial phenomena (UAP.)"

This session has two presenters:

1. Joey Roulette, a reporter who covers the commercial, civil and military side of space, for Reuters.

2. Harold Puthoff, President and CEO of EarthTech International.

A new article

The second item of interest, is to be found on Vice Motherboard, titled "This Company Will Point Satellites at Earth and Use them to Look for UFOs," written by reporter Sarah Scoles, dated 27 February 2020.

The article concerns a company named Hypergiant Industries. Founded in 2018 by CEO  Ben Lamm, whose company "...has already worked with the likes of Booz Allen Hamilton, Shell, NASA, the National Reconnaissance Office..." The company focus is on "...supply chains; defense; and space."

"...Lamm does talk about UFOs, though he calls them UAP...If you look at the intersections of Hypergiant's three main interests, says Lamm, "UAPs are the X at the cross center.""

Lamm is interested in finding out if UAP are earthly technology or something else. "Lamm accepts that the phenomena might just be earthly technology, and he wants Hypergiant to help find whatever truth is out there....Regardless of what the UAP is and whether it has a terrestrial origin or not."

How is Hypergiant going about this task? They plan to use data from earth-watching satellites; and analyze it with the assistance of artificial intelligence. They are still in the process of developing the required software, which they then hope to train to screen out IFOs; leaving UFOs. In future they plan to launch their own instruments in space, and collect their own data.

Am intriguing development, given that To The Stars Academy of Arts & Science's advisor Christopher Mellon has recently been speaking out about the potential use of high technology US government sensor systems to search for data on UAP.

On a side note, Ben Lamm is one of the scheduled speakers at "Contact in the Desert" which is to be held between May 29 and June 1, 2020.

Mellon, Scheussler, NIDS and the US DoD

2019

I only recently caught up with an article dated 2 November 2019, titled "The Navy acknowledges UFOs - so why aren't they on Washington's radar?" It was written by To The Stars Academy of Arts & Science (TTSA) advisor, Christopher Mellon. In the article, Mellon poses a series of questions, of which perhaps the most important, is:

"Why are we not analyzing the vast quantities of data already collected by America's vast sensor network, already bought and paid for, to see what light that data might shed on the issue?"

On 12 November 2019, this point was taken up in a post on the TTSA website in another piece by Mellon, titled "Potential Sources of Information Regarding Unidentified Aerial Phenomenon."

Mellon identified a number of US military and intelligence collection systems, including:

1. The Global Infra sound Acoustic Monitoring Network.

2. The US Space Surveillance Network.

* DARPA Space Surveillance Telescope,

* GEODSS Space Surveillance System,

* The space-based geosynchronous space-based Situational Awareness Program,

* The US Navy's sea-based X-band radar system.

3. The space-based Infrared System.

4. Active Electronically Scanned Army Radar.

5. US Navy Aegis radar.

6. The FAA/NORAD Joint Surveillance System.

Mellon goes on to list a number of known databases, including:

1. NORAD - "Unknown Track Reporting Database" and/or "Unknown track Reporting System."

2. Air Traffic Controllers - "Tracks of interest."

3. OPREP-3 reports - reporting "urgent" and "ongoing" events.

My comments:

For more on OPREP-3 reports, and further information on NORAD's systems, I recommend reading the relevant posts on Melbourne based researcher, Paul Dean's blog.

2002

As I was musing on the material written by Mellon, I was continuing to look through the items on the former website of the National Institute for Discovery Science (NIDS.) I was intrigued to note an article, on the NIDS website,  written by US researcher John Scheussler, titled "Unconventional Flying Objects (UFOs): Why the Mystery Isn't Solved," dated 2002, 17 years prior to the Mellon items.

Scheussler, who at one stage was on the NIDS Science Advisory Board (SAB,) started off the article by writing "I believe that a big part of the problem lies in the fact that UFO investigators are always backward looking."

He provided a list of known data points about the phenomenon, such as where they are seen; their characteristics and behaviours. Looking ahead, he noted:

"All the while, various government agencies were using all sorts of advanced technologies for intelligence gathering purposes..."

His list of such technologies, mirrors that provided by Mellon, and included thermal infrared imaging; acoustic detectors; USAF Space Command SPACETRACK system; ground-based electro-optical deep space surveillance system, and NORAD's uncorrelated targets. The entire article, linked above (PDF copy) is well worth a read in the light of Mellon's two later, 2019, articles.

Return to 2019

Ryan Graves, one of the US Navy pilots with knowledge of the 2014/2015 East coast of the USA, incidents, appeared on the Kevin Rose show on 3 December 2019. During the course of the interview Rose asked Graves "What can we do to study these objects? Part of Graves' response was that the DoD needs to work on it. Also, he said that it needs someone high enough in the DoD to reach into places like NORAD, the FAA, and the US Navy to secure data.

TTSA - US Army Agreement - quantum communications, and camouflage

On 17 October 2019, the To The Stars Academy of Arts and Science announced that they had entered into an agreement; to be specific,  "A Cooperative Research and Development Agreement" (CRADA) with the US Army's Combat Capabilities Development Command.

On 18 October 2019, US researcher John Greenewald posted a piece about this agreement, and in addition provided a PDF copy of the agreement, obtained from the US Army. John is to be congratulated for his quick investigative research on this agreement.

This blog post is about two specific items, mentioned in the CRADA, namely "quantum communications," and camouflage.
CRADA

On  page 22 of the CRADA, Article D  is headed "Technical Tasks and Associated Resources." D1 Government Activity. "1. The Government is interested in a variety of the Collaborator's technologies, such as, but not limited to ... quantum communications..."

"D2 Collaborator Activity.
Collaborator shall...3. Provide the agreed upon materiel technologies for USG testing and evaluation...3 c) Quantum communication 1) Related research to-date on theories, studies, mathematical formulas, and prototypes 2) future developments, prototypes, and hardware associated with the specific quantum product."

What do we know of TTSA's work on quantum communications?

In one of TTSA's filings with the US Securities and Exchange Commission, there was a mention of plans for 2019 which included "continuing evaluation of quantum communication technology."

On 10 March 2019, Twitter user "dregs" posted a tweet which included a link to a relevant US patent application. This application, US20180062765A1, was submitted by Harold E Puthoff and Christopher A Eusebi, assigned to EarthTech International Inc, filed on 31 August 2016 and granted 23 July 2019.

The patent is headed "Communications system." The abstract reads:

" A communication system using vector and scalar potential is disclosed. The system uses field-free potentials signaling for many applications where the absence of shielding effects in sea water, plasma or other dense media due to the fact that the absence of (E,B) fields eliminates the possibility of induced charge and current response in the media being transited."

Under the section headed "Claims" on page 17 of the downloadable PDF is:

"What is claimed is:

1. A system for communication with a submarine disposed beneath saltwater:

An antenna disposed outside of the submarine, the antenna being configure to produce an EM field having a frequency greater than 100Mhz, said EM field having a vector potential A and a scalar potential phi;

A receiver disposed within the submarine, the received configured to receive the A and Phi fields and convert the A and Phi fields into an electromagnetic signal; and

A cooling system configured to cool a portion of the received to below liquid nitrogen temperature."

My comments:

1. The patent specifically speaks of a "system for communications with a submarine" under the water. What would be the interest to the US Army's Ground Vehicle Systems Center? I cannot see a connection.

2. The patent is assigned to EarthTech International Inc., and not the TTSA.

Camouflage

A second notable item in the CRADA is again be found on page 22, under section "D2 Collaborator Activity."

"Collaborator shall...
3. provide the agreed upon materiel technologies for USG testing and evaluation...
e) Active Camouflage and Directed Photon Projection
1) Projection system
2) Technology associated with these systems
3) Materiel projection surfaces
4) Proposed applications of these systems"

What do we know of TTSA's work on "Active Camouflage and Directed Photon Projection?"

A search of the TTSA's filings with the US government's Securities and Exchange Commission failed to locate any mention of "Active Camouflage and Directed Photon Projection." It appears that this particular project has never been mentioned by TTSA on any previous occasion, as far as I can determine. 

I did however, find a connection between the patent for quantum communication, and work on camouflage which would be relevant to the US Army's Ground Vehicle Systems Center. You will note above, that one of the names mentioned in the quantum communication patent was Christopher A Eusebi. Well, it turns our that Christopher A Eusibi is one of the to names on a patent concerning "System for producing camouflage pattern based on perception machine vision." 

Patent number 10282628, dated 7 May 2019, has an abstract with reads:

"A method and system for evaluating camouflage pattern with statistically significant effectiveness in various environments and for using a generic algorithm to produce an improved camouflage patterns."

However, I failed to find any mention of Eusebi and "active camouflage and directed photon projection." Hopefully, a reader of this blog post may be able to assist with further information.

Update 21 October 2019

Blog reader "aboveUAV" left a comment on the blog yesterday which provided additional insight. "above UAV" wrote, in part:

"The wording in section e has some striking parallels with the TTSA/TruClear partnership wording."

On 6 August 2019, the news section of the TTSA website announced that they had signed a "Cooperative Marketing Agreement" with a US company named TruClear Global.   Part of the TTSA announcement read:

"TruClear Global has developed an industry-leading proprietary technology platform for providing next-generation vertically integrated materials, hardware,software, data collection, and data analytics solutions for interactive imaging technology and immersive experience environments...TruClear's proprietary nanoscale material based optical and imaging systems...TruClear's proven track record as an industry leader in photon projection technology and adaptive optical sensor technology..."

The TruClear website also states, in part:

"Our proprietary range of Nano-Optical coatings creates a new marketing reality by making any surface an HD storytelling opportunity..."

TTSA's metamaterials acquisition - some details revealed

Background

On 25 July 2019, the To The Stars Academy of Arts and Science (TTSA) website carried a post titled "To The Stars Academy of Arts & Science makes groundbreaking metamaterials acquisition." The text of the announcement was:

"San Diego, CA (July 25, 2019) - To The Stars Academy of Arts & Science (TTSA) has acquired multiple pieces of metamaterials and an archive of initial analysis and research for their controversial ADAM Research Project. ADAM an acronym for Acquisition and  Data Analysis of Materials, is an academic research program focused on the exploitation of exotic materials for technological innovation.

The ownership of these assets, which were previously retained and  studied by investigative journalist  Linda Moulton Howe and are reported to have come from an  advanced aerospace vehicle of unknown origin, allows TTSA to conduct rigorous scientific evaluation to determine its  function and possible applications.

'The structure and composition of  these materials are not from any known existing military or  commercial application,' says Steve Justice, current COO of To The Stars Academy and former  head of Advanced Systems at Lockheed Martin's "Skunk Works."

'They've been collected from  sources of varying levels of chain-of-custody documentation, so we are focusing on verifiable facts and working to develop independent scientific proof of the materials' properties and attributes. In some cases, the manufacturing technology required to fabricate the material is only now becoming available, but the material has been  in documented possession since the mid-1990's. We currently have multiple material samples being analyzed by contracted laboratories and have plans to extend the scope of the study.' TTSA will also seek to engage the potential partners who have expressed interest in  helping accelerate ADAM research and development.

'If the claims associated with these assets can be validated and substantiated, then we can initiate work to transition them from being  a technology to commercial and military capabilities,' adds Justice. 'As noted in out October 2017 TTSA kickoff webcast, technologies that would allow us to engineer the spacetime metric would bring capabilities that would fundamentally alter civilization, with revolutionary changes to transportation, communication, and computation.'

A Public Benefit Corporation, To The Stars Academy of Arts & Science is a consortium of scientists, aerospace engineers, and creatives working collectively to empower gifted researchers the freedom to explore exotic science and technologies with the support to rapidly transition innovative ideas into world-changing products and services."

Further details available

On 29 September 2019, TTSA filed a number of documents with the US government's Securities and Exchange Commission.  One of these documents, was "Form 1-SA." Item 4  to this form is a list of "exhibits," one of which is labelled "6.22 Asset Purchase Agreement dated July 15, 2019." It is this one which was of particularly interest to me, in relation to the 25 July 2019 announcement by TTSA concerning the acquisition of metamaterials.

This "Confidential" Asset Purchase Agreement is an agreement between TTSA as the buyer and Thomas DeLonge as the seller. Section 1.03 tells us that the purchase price for the Assets was $35,000.

What was purchased?

Section 3.04 advises:

"The Purchased Assets are in good condition. The Metal Pieces included in the Purchased Assets are (i) one 1.75" x 1.25" x 0.25" piece of micron-layered Bismuth/Magnesium-Zinc metal; (ii) six small pieces of Bismuth/Magnesium-Zinc metal; (iii) one piece of Aluminum that TTSA physicist Hal Puthoff already has in his possession  and currently on loan from Seller; and (iv) one round black and silver metal flake that physicist Puthoff already has in his possession and currently on loan from seller,; and (iv) one round black and silver metal flake. The Binder Archive and Documentation includes all records, documents, correspondence, analyses, tests and test results relating to or regarding the Metal Pieces."

[Note by KB - the repetition of (iv) is in the original document. Schedule A to the document has the same text except it does not repeat item (iv). This appears indicative that there was the initial listing of the assets was for four (i - iv) only.]

Whatever happened to TTSA's intended research work on consciousness and telepathy?

Physical evidence

So far, the To The Stars Academy of Arts & Science's (TTSAAS) UAP work  has been almost exclusively, involved in the physical world of Navy Pilot encounters; radar observations, and looking into physical trace evidence. What has been little written about, and little talked about, especially of late, is their work on "consciousness" aspects of the phenomenon. It wasn't always so.

Leslie Kean

On 10 October 2017, an article appeared by US journalist Leslie Kean, titled "Inside Knowledge that Unidentified Aerial Phenomena Could Lead to World-changing Technology." This article provided an early look at what, was later announced as the To The Stars Academy of Arts & Science.

In part of the article, Kean wrote about Tom Delonge's earlier company, To The Stars Inc., and said:
"It had the gaol of disseminating information about UFOs, consciousness, the paranormal and other unexplained mysteries..." Later, citing a TTSAAS statement, Kean wrote: "The Science Division will conduct the research, which will also include consciousness."

Kean went on to say that on 4 October 2017, she had spoken to TTSAAS co-founder Jim Semivan, whom she cites as saying:

"I have come to realize that the Phenomenon is curiously multifaceted, exasperatingly complex and appears top exist both in our consensus reality and in another unknown space.Perhaps if we are very lucky, someday we may understand its ultimate purpose."

Jim Semivan

Semivan wrote a forward for the book "Sekret Machines: Chasing Shadows" (February 2017, paperback edition.) In part, this forward reads:

"The Phenomenon seems to work on another level (consciousness, dimensions?) unknown to our science. A friend once remarked to me that perhaps the Phenomenon seems to exist at the nexus of quantum mechanics and consciousness. If that is so, and I personally believe this may be a viable way forward, then our science needs to expand its horizons to include things beyond the quantifiable and replicable."

Elsewhere in the book's forward Semivan tells how his: "...fascination with the Phenomenon started in earnest while I was an undergraduate and later a graduate student...." He studied English literature, including the works of Swedenborg and other metaphysical writers. He also reveals that:

"As for my formal introduction to the Phenomenon, as we know it in today's context, it came suddenly and unexpectedly. I will not attempt to go into the experience here, but I will say that it was one of life's game changers for both my wife and me.  The experience was simultaneously frightening, perplexing, frustrating and absurd. It was also both physical and emotional...almost thirty years later, I am still not sure what to make of the experience. What I do know, however, is that this event changed my view of what constitutes our collective version of reality."

Elsewhere, we learn that Semivan's experience was an interaction with "beings" of some kind. US researcher Melinda Leslie, who once lunched with Semivan and his wife states that the Semivan's shared details of their experience with her; however, these details have never been shared any further.

Dr Paul Rapp

From the beginning of TTSAAS, their website has listed a number of "Advisors," one of which is Dr Paul Rapp, who is shown as their "Brain Function & Consciousness Consultant." Who is Dr Rapp? The original TTSAAS website:

"Dr Paul Rapp is a Professor of Military and Emergency Medicine at the Uniformed Services University, and Director of Traumatic Injury Research program. He also holds a secondary appointment as a Professor of medical and Clinical Psychology. He is a past editor of Physics, and served on the editorial boards of the Intersection Journal of Bifurcation and Chaos, Chaos and Complexity Letters, and Cognitive Neurodynamics. His past honors included a Certificate of Commendation from the Central Intelligence Agency for "Significant contributions to the mission of the Office of Research and Development." Dr Rapp attended the University of Illinois and earned degrees in physiology (minor in Chemistry, Summa Cum Laude) and engineering physics (Summa Cum Laude). He received a PhD from Cambridge University, working under the supervision of Professor Sir James Lighthill in the department of Applied Mathematics and Theoretical Physics."

Despite the fact that Dr Rapp is a TTSAAS consultant, I don't recall any other mention of him,  or what he brings to TTSAAS's work.

An aside

It is interesting to note that Robert Bigelow's National Institute for Discovery Science, back in the mid 1990's to early 2000's also had a duel focus. NIDS looked at both the UFO phenomenon and the topic of consciousness. Bigelow was particularly interested in the topic of whether or not consciousnesses continued beyond physical death. I explored these interest of Bigelow in a blog post here.

So what was TTSAAS's interest in consciousness and telepathy?

On the 2 November 2017 version of the website, the writeup about their Science Division includes the words:

"...designed to be a theoretical and experimental laboratory to challenge conventional thinking with the discovery of new world of physics and consciousness-related possibilities...to pursue projects which include....Telepathy." Later it says: "Telepathy - Explore the location in the brain where the phenomenon is centred, and develop protocols for its enhancement and use."

Interestingly, this was one of the research areas of a former TTSAAS advisor, Dr Garry Nolan, who parted company with the TTSAAS in 2018. I explores Nolan's work in a blog post dated 13 January 2019.

However, a look at the 15 August 2019 version of the TTSAAS website, reveals no mention of consciousness or telepathy anywhere on the site. There is an abridged version of the 2017 writeup about Dr Rapp, which states that he is still their "Brain Function & Consciousness consultant." I also checked the "News" area. None of the blog posts listed there are headlined "Our research on consciousness" or "Our research on telepathy."

To double check, I also inspected documents re the TTSAAS' plans, on the website of the US Securities and Exchange Commission. The TTSAAS filing, dated 1 September 2017' includes the words: "The Company's Science Division will be a theoretical and experimental laboratory, challenging conventional thinking by discovering a new world of physics and consciousness-related possibilities and exploring hot to use them to affect the world positively...Telepathy."

However, by July 2019, the SEC website's TTSAAS documents are silent about "consciousness" and "telepathy."

Conclusion

It would appear, that with the resignation of Dr Nolan from TTSAAS, that the TTSAAS focus on research on consciousness and telepathy, waned. It will be interesting to see if any research work undertaken by Dr Rapp, on behalf of TTSAAS, surfaces in the future.

Members of the TTSAAS have, on a number of occasions over the last twelve months, mentioned that the use of the word "aliens" by them, is not acceptable to a number of their constituents, e.g. US politicians. Perhaps, the same is true of the use of the terms "consciousness: and "telepathy." These latter terms, may just be "far out" when discussing the phenomenon with politicians and scientists.

Update: 20 August 2019

I was just reading a transcript of the video of the launch of TTSAAS in October 2017. At one stage, Jim Semivan says "I'm very excited about this. I think it's an opportunity for us to take certain topics whether that's unidentified aerial phenomena or ESP or telepathy and really get to the bottom of it."

Unidentified Aerial Phenomena and the National Reconnaissance Office

Background

The To The Stars Academy (TTSA) recently announced that Chris Herndon was joining their Advisory Board. Herndon initially worked as a Department of Navy civilian, supporting a variety of agencies, including the National Reconnaissance Office (NRO.)

This made me ask myself, what did I know about the NRO? Like many other long-time researchers, the NRO had popped up on my radar from time to time. So I decided, that in this blog post, I would take a look at what I could find out about any relationship between the NRO and Unidentified Aerial Phenomena (UAP.)

Introduction

Firstly though, what is the NRO's role? According to their website:

"The NRO, is the U.S. government agency in charge of designing, building, launching and maintaining America's intelligence satellites. From our inception in 1961 to our declassification to the public in 1992, we have worked tirelessly to provide the best reconnaissance support possible to the Intelligence Community (IC) and Department of Defense (DoD.)"

Its workforce consists of Dod and intelligence community staff, plus workers from private industry. It is headquartered in Chantilly, Virginia, and maintains ground stations at Buckley Air Force Base in Colorado; Fort Belvoir, Virginia, and White Sands  Missile Range, New Mexico. It also has a presence at the Joint Defence Facility, Pine Gap, Australia.

I found a number of mentions of the NRO in the UAP literature, and the following provided details about my findings.

Valerie Ransone

Our first hint of the NRO and UAP, comes in the form of an individual named Valerie Jean Ransone. In 1976, Ransone, who was said to be a former CBS correspondent and a Washington power broker, established herself as President of The Information Network - an alternative radio network. In that year, Ransone also met Andrija Puharich and spent several months with him, exploring every site where research on extremely low frequency (ELF) radiation was being conducted. Because ELF waves can penetrate seawater they have been used to communicate with submarines.

By 1978, she was organising trips to go watch for UFOs. Jacques Vallee ("Forbidden Science: Volume Two'" 2009. Documatica Research LLC, San Francisco) in a diary entry dated 11 June 1978) told how she was establishing "a company to disseminate messages she believes to be of extraterrestrial origin." It was also at about that time, that Ransone became associated with astronaut Gordon Cooper. In December 1978, she warned Cooper that there was trouble associated with aspects of the Space Shuttle program; apparently advice from an extraterrestrial source.

In the late 1970's Cooper and Ransone set up a company devoted to free, worldwide energy transmissions and advanced medical devices.

A number of researchers, including Jacques Vallee, John Schuessler and Richard Niemtzow, met and interacted with Ransone, who appeared to be both a "contactee" and a very intelligent woman, interested in ELF and the work of Tesla.

What is the NRO connection? Vallee, ("Forbidden Science: Volume Three," 2012. Documatica Research LLC, San Francisco) in a diary entry dated 30 July 1989, stated:

"Schuessler tracked her down through his channels at McDonnell-Douglas. It turned out she was an agent for NRO, working with the Navy."


1984 - "Clear Intent"

In exploring which US Government agencies might hold data on UAP, two US researchers, Larry Bryant and Barry Greenwood ended up writing a book titled "Clear Intent" (1984. Fawcett, L & Greenwood, B J. Prentice-Hall, Engelwood Cliffs, NJ.) On page 219, they wrote:

"One other potential source of UFO data has not been mentioned only because it has been relatively unknown until recently by the New York Times.

The National Reconnaissance Office (NRO) is an intelligence agency whose very existence has been classified Top Secret...How might the NRO's operations relate to UFO research?

Photo-reconnaissance satellites have advanced to such a degree that even individuals can be specifically identified from orbit one hundred miles up. If strange aerial activity were to be detected in space as has been done in the past by NORAD, a photo-reconnaissance satellite could be expected to be pressed into duty by taking high resolution photographs of the UFOs. Significant strong evidence for UFOs may current exist on the NRO's files but accessing it would be virtually impossible under present security provisions..."


1987 - Timothy Good

A UK researcher, Timothy Good also wondered along the same lines as Fawcett and Greenwood. On page 299 of "Above Top Secret: The Worldwide UFO Cover-up" (1987, William Morrow & Co., New York) we find:

"There is another agency, hidden in Air Force Intelligence but run by the CIA whose very existence was denied by the US government until comparatively recently. I refer to the most secret intelligence agency in the United States: the National Reconnaissance Office. The NRO was established in 1961, and although its primary function is the operation of spy satellites, its estimated annual budget of $3 billion and staff of 50,000 could easily allow for secret UFO investigations. There is no evidence of this so far, however, and my Freedom of Information request for documents in 1986  not surprisingly drew a black..."


1988 - Vallee

I recalled a couple of relevant items from Jacques Vallee's dairies ("Forbidden Science: Volume Three," 2012. Documatica Research LLC, San Francisco.) In a diary entry dated 13 March 1988, Vallee, writing about how researcher Richard Haines had attended a briefing to staffers of an Amy Under-Secretary on UFOs noted:

"Dick was able to attend the presentation that followed his own briefing: An intelligence officer spoke about objects detected by certain satellites.

American satellites on low orbits, known as "slow walkers" are often catching luminous objects in groups of two or three that make right-angle turns or even reverse course. These observations according to Dick, stunned the Army folks, who had been unaware of these "fast walkers."

Australian researcher Paul Dean, in a blog post titled "NORAD And The UFO Smokescreen: Part 9" dated 10 July 2016, provided what is known of these "fast walkers."

Later, in a diary entry dated 28 June 1988 Vallee wrote:

"Hal has seen a 2-inch thick file that details UFO observations by infra-red satellites: 'The objects arrive 3,000 miles above the Earth,' he told me. 'The satellites pick them up as they come near the surface and going away the same manner as they came in. Their infra-red signature shows a level of energy 15 times that of an aircraft carrier. But the data is so tightly classified nobody wants to talk about it.' I wonder if these are really "our" UFOs, or natural phenomena of near space, still undiscovered, or even plain energy discharges."

1997 - Greer and the NRO document

Before the well known 10 April 1997 meeting between researcher Steven Greer and Rear Admiral Thomas Wilson, Greer had forwarded a purported NRO document to Wilson's team. Greer claimed that Wilson recognised one of the groups mentioned in a distribution list.

1997 - the Haines study

Gerald K Haines published a study titled "CIA's role in the study of UFOs: 1947-1990," which first appeared in the publication "Studies in Intelligence." (Volume 1, Number 1.)

The author, Haines, is there stated to be the National Reconnaissance Office historian. Why he should be writing an historical piece about the CIA has never been explained.

2000 - Daniel M Salter

Around the year 2000, US researcher Nick Redfern met an individual named Daniel M Salter, now deceased. Salter had written a book titled "Life with a Cosmos clearance" and during conversations with Redfern, informed Redfern that he, Salter, was a recently retired employee of the NRO.

In the book, Salter claims that in 1969 he was transferred to the NRO and worked in the Counterintelligence Unit of the Interplanetary Phenomenon Scientific and Technical Intelligence Unit. In addition, that the NRO had a campaign to weaponize space called the Development of Conscious Contact Citizenry Department.

However, in his obituary in the 16 October 2007 issue of the Tao News, it states that Salter worked for the USAF (1947-1968) in the field of electronics and radar. Then he went to the Mountain View College in Dallas, Texas, where he was head of Pilot Technology (1968-1990.) He then retired in 1990 and lived in Tao, New Mexico. There is no mention here of him working for the NRO. 

At the same time, Steven Greer's "Disclosure Project Briefing Document " (Greer, S M & Loder, T C, 2001, Crozet, Virginia.) has a mention of the "Testimony of Master Sergent Dan Morris, USAF (Retired)/NRO Operative - September 2000."  This document notes:

"After leaving the Air Force, he was recruited into the super-secret National Reconnaissance Organization, or NRO, during which time he worked specifically on extra-terrestrial connected operations."

From what I have read, it appears to me that Daniel M Salter and Dan Morris are the same individual.

2009 - Richard Dolan

On page 390 of Dolans' book "UFOs and the National Security State: Volume 2 - 1973-1991" (2009.  Keyhole Publishing. Rochester, New York,) I found:

"However, considering its extreme secrecy even among America's officially acknowledged intelligence agencies, the NRO could well have taken on other missions, such as those related to UFOs. Indeed, its capabilities, make it ideally suited for this."


2011 - Anthony Bragalia

In an article titled "Secret U.S. Intelligence agency holds UFO answers" Bragalia explores the role of the NRO. Braglia found that although not exempt from the FOIA, that a search of the Black Vault website failed to locate any FOIA requests to the NRO, and that the relevant FOIA request log showed only two requests re the subjects of UFOs, namely one dated 7 May 1998 and 27 April 2001.

Bragalia also wrote:

"...this author had made the recent acquaintance of a former agency employee now retired and  living nearby in Florida in ill health. This intelligence officer has tacitly indicated that clear, detailed and revealing images of UFOs have indeed been obtained by the super satellites of the NRO - and that many of them are not made by man."

I have heard nothing further about this potentially interesting source.

2015 - the Black Vault

US Researcher John Greenewald submitted an FOIA request to the NRO. In a response letter dated 5 November 2015, the NRO responded, in part:

"Pursuant to the Freedom of Information Act, you are requesting "records, electronic or otherwise pertaining to the Unidentified Flying Object (UFO) phenomenon..."

The topic of your request is outside the scope of NRO responsibilities, furthermore, the NRO has conducted numerous searches relating to UFOs in the past, and has located no records."

Update: 3 August 2019

A correspondent from the US who wishes to remain anonymous writes:

"Gerald Haines was in the CIA from 1989 becoming Deputy Chief of CIA History Staff in 1995, left briefly to set up the NRO History Office in 1996-1997, returned to become CIA Chief Historian. It is relevant because it makes sense that Haines would write a CIA history (in this case on UFOs) when he was still a CIA historian in 1994-95 and only briefly went to the NRO in 1996-1997 when the CIA history just happened to be published."

TTSA - a new filing with the U.S. Securities and Exchange Commission

Offering circular

On 12 July 2019, the To The Stars Academy of Arts and Sciences (TTSA for short) undertook a further filing with the U.S. Securities and Exchange Commission. As with all these filings, there are always a few new pieces of information.

In this filing, which is an offering circular dated 12 July 2019, we learn:

"We currently work with and intend to employ additional lead engineers from major Department of Defense and aerospace companies with the capability to pursue an advanced engineering approach to fundamental aerospace topics like Beamed -Energy Propulsion, Space-Time Metrics Engineering and warp drive metrics."

My comment: This is the first time I can recall, that TTSA have mentioned their intention to employ additional engineering staff.

"On September 27, 2017, the company announced an offering pursuant to...raising $1,370,230 before closing on September 28, 2018..."

My comment: This is the first time I can recall, that a figure has been shown, for how much was raised by the first stock offering.

Number of shares on offer

The latest offering is "a maximum of 6,000,000 shares of Class A common stock...The cost price per share...is set at $5.00. The minimum investment is 70 shares or $350."

My comment: If all shares are subscribed to, the result would be an investment of $30,000,000.

Risk Factors

1. "Our Aerospace and Science Divisions have no current customers and no revenues."

2. "Aerospace and scientific research and development can be risky, and there are no guarantees that any of the projects we undertake will lead to a commercially viable product."

My comment: These statements are telling ones.

What is the M$30 to be used for?

If TTSA raises M$30 what is it planning to do with it? The offering circular states:

M$2.7 for offering expenses; M$14.2 for project initiatives, acquisition or strategic partnerships in the Entertainment, Science and Aerospace Divisions; M$6.4 on sales and marketing; M$5.7 on operating expenses; M$0.5 initiatives relating to the company's public benefit purpose; M$0.5 to repay a line of credit.

2019 products include

Sekret Machines' Non-Fiction series Book 2: Man. "This book is the stunning continuation of an intensive study of UFO phenomena in which hard science, technology and the human mind are explored as they relate to our world."


New Director

"In May 2019 the company appointed J Christopher Mizer to serve on the company's Board of Directors...Mr Mizer will be considered an independent contractor and will receive a monthly fee of $5,000 as well as 300,000 shares of the company's class A common stock..."

The current staffing is:

Thomas Delonge - President, Interim CEO.
James Semivan - Vice President, Operations.
Harold Puthoff - Vice President, Science and Technology.
Louis Tommasino - Treasurer, CFO.
Stephen Justice - Director of Advanced Programs and Technology. COO.

Thomas Delonge; James Semivan; Harold Puthoff; J Christopher Mizer. ("There is one additional director to be appointed."  "We are looking for a CEO...to take over from T Delonge.")

Who is J Christopher Mizer?

The offering advises that :

"J Christopher Mizer currently serves on our Board of Directors. He has held that position since May 7, 2019. He is the current co-founder of Vivaris Capital and has held such position since Vivaris Capital was established in June of 1998. Vivaris Capital invests in and acquires middle-market businesses in a broad range of industries that are leaders in their market niches."

My comment: It would appear that Mr Mizer's role would be to assist the TTSA to acquire additional capital, though it says above that Vivaris Capital "invests in and acquires middle-market businesses." I would not have thought that TTSA could be described as a middle-market business.

New member of the Advisory Board

There is one member of the TTSA Advisory Board, listed in the offering circular, who does not appear on the TTSA's website list of their team. This is one, Chris Herndon. The offering circular provides the following information on Herndon:

"Chris Herndon is a C-level Executive and Entrepreneur and currently serves as Chief Operating Officer of TechCentrics Inc. Previously he served for more than twenty years in the federal government, most recently as Deputy Assistant to the President and the Director of White House Information Technology...He began his career in telecommunications as a Department of the Navy civilian, where he supported organizations such as the National Reconnaissance Office, Office of Naval Research, Office of the Secretary of Defense, and the White House Communications Agency..."

My comment: Note that Herndon's background was with the US Navy. This is interesting to me in that TTSA has been claiming success with influencing the US Navy to update its guidelines on reporting unidentified aircraft; and in briefing members/staffers in Congress. Note also, the reference to supporting agencies such as the National Reconnaissance Office (NRO)

The role of the NRO, according to their website is "the U.S. government agency in charge of designing, building, launching and maintaining America's intelligence satellites."

Given this role, the question of whether or not its sophisticated sensor network picks up UAP has been debated from time to time in the UFO literature.

To The Stars Academy's new mobile app to be named SCOUT- some details

The To The Stars Academy of Arts & Science (TTSAAS) has been filing regular reports with the US Securities and Exchange Commission  I previously reported on some interesting information in their 30 April 2019 filing, in a blog post dated 10 May 2019.

New filing

On 3 June 2019, TTSAAS filed an "Offering circular" for up to 6,000,000 shares of class A common stock at $5 a share. As part of this filing, there was an accompanying summary, which in part advises of the company's recent and future activities. Included there was:

"The Company's Science Division is a theoretical and experimental laboratory...Through its Advisory Board TTSAAS has access to world-renowned scientists with advanced knowledge to pursue the company's commercially viable research projects in the near-term, including quantum communications technology, the A.D.A.M. (Acquisition & Data Analysis of Materials) Research Project, and THE VAULT (formerly the Community of Interest ("COI"), an artificial intelligence empowered database to be housed in a new mobile application called SCOUT (Signature Collection of UAP Tracker.)"

My comment:

In my 10 May 2019 blog post, I noted the reference to a mobile app. However, at that time the name of the app was not mentioned. Now we know it is to be named SCOUT.

Later in the statement, there is mention:

"Wherever possible we will translate our unique knowledge into a medium that we can responsibly share with our customers and community. This could be accomplished in various ways providing access to a robust database like the THE VAULT, by educating government policy makers so that they can influence changes in official Department of Defense policy like the Navy's recent new guidelines for reporting UFOs, and through informed entertainment media like the docu-series, working title the UNIDENTIFIED: Inside America's UFO Investigation."

Future goals

Under "Our future goals" we find:

"Launch mobile application SCOUT to house THE VAULT, allowing users to access and track data on the move in addition to allowing each user to view each other's contribution and documents posted by TTSAAS."

On page 19, there is further information:

"In furtherance of this plan, in April 2019, TTSAAS acquired the mobile application, social media accounts, website and all intellectual property of Project Capture. Project capture was designed to extract data from reports directly input by users, and serve as a host not only for sophisticated reports, but media content as well. Project Capture was designed with public participation of data collection in mind, which is directly applicable to company's plan for SCOUT. The company is in the process of updating and rebranding Project capture to SCOUT (Signature Collection of UAP Tracker.)

The SCOUT mobile application will enable data collection directly from the public that will contribute to THE VAULT. SCOUT will allow users to access, track and view other users' data  contributions as well as information published by TTSAAS. We plan to allow data transmissions from larger databases such as the U.S.government, and foreign governments in the future. SCOUT will be made available to the public through the iTunes app store and Google Play later in 2019."

The 2019 projects of to The Stars Academy of Arts & Science Inc.

Introduction

The to The Stars Academy of Arts & Sciences Incorporated (TTSA) filed its latest report with the US Securities and Exchange Commission on 30 April 2019. These filings allow interested parties to take a look inside the company's activities; information about which, may not be available in other ways. The following, is a condensed version of part of the filing, of interest to me.

Entertainment division

The filing, provides details about the following products in 2019:

1. Doc-series on A &E's History Channel - a six part series titled "Unidentified." Scheduled to commence in May.

2."Sekret Machines." Non-fiction series, Book 2:Man.

3. "Strange Times." TV series. In development at TBS.

4. "Monsters of California." Feature film. In development with Cartel Entertainment.

5. "Sekret Machines." TV series. In development with Cartel Entertainment.

Aerospace Division

The company has completed the statement of work on the beamed energy propulsion launch system.

Steve Justice - Aerospace Division Director

Science Division

1. Continuing evaluation of quantum communication technology ( click here for more information on this project ) and possible exotic materials, the A.D.A.M. Research Project.

2. The TTSA's online community of interest is to be renamed THE VAULT. "We have created a requirement study document defining objectives for the full capability version of THE VAULT." The vision is for "an online collection, storage and analysis point for information regarding events, witness and data reporting associated with advanced technology and capabilities."

In 2019 there are plans to release a mobile app " that will enable data collection directly from the public at large."

3. Subcontracts: "In 2018, the company initiated research subcontracts in materials studies and beamed energy totaling $60,000. These contracts are to be completed in 2019. The company incurred $226,681 and $5,750 in third-party and internal costs towards R & D efforts in development of the company's projects during 2018 and 2017, respectively." The To The Stars Academy and "quantum communication"

Luis Elizondo

Former manager of the US Department of Defense's Advanced Aerospace Threat Identification Program (AATIP), Luis Elizondo was the keynote speaker, at the recent Scientific Coalition for Ufology (SCU) conference, held in Huntsville, Alabama, in the USA.

According to one conference attendee, Theresa Tindal, who was live tweeting from the event, Elizondo made a comment:

""Beamed energy propulsion & quantum communication' - the first tech we can expect to see from these discoveries."

Does this indicate that the To The Stars Academy (TTSA) are working on projects about "beamed energy propulsion" and "quantum communication?

Securities and Exchange Commission

In a blog post dated 3 March 2019 I noted that there was a report filed by the TTSA with the US Securities and Exchange Commission (SEC). On the SEC website, part of the report stated that TTSA were looking at beamed energy propulsion launch systems. This is the concept of using ground based lasers to launch a small payload into orbit. No one has achieved this to date, although lots of information about the concept is to be found on the Internet, e.g.

In an earlier blog post, dated 30 September 2018, I noted that TTSA had contracted EarthTech International to define a program plan "for requirements, development, analysis, experimentation, risk reduction efforts, demonstration, operational system development,and initial fielding of a BELS cubesat launch system, development program." BELS here stood for Beamed Energy Launch System.

Other TTSA projects

The SEC website report stated that TTSA were examining other projects, namely "Space Time Metric Engineering" and "radiation shielding materials for space applications." However, nowhere is there any mention on the website of TTSA working on a project involving "quantum communication."

However, I recalled that a Twitter user "dregs" on 10 March 2019 had posted a piece about a US patent for a "communication system," filed by Dr Harold E Puthoff, co-founder of TTSA."Dregs" kindly posted a link to that patent application.

The applicant for a patent was EarthTech International, with the inventors shown as H E Puthoff and Christopher A Eusebi, and was filed on 31 August 2016. The patent number is US 201 800 627 65 A1. As at 17 March 2019 the status of the application is "pending."

The abstract for the patent application reads:

"A communication system using vector and scalar potential is disclosed. The system uses field-free potentials signaling for many applications where the absence of shielding effects in seawater, plasma or other dense media due to the fact that the absence of (E,B) fields eliminates the possibility of induced charge and current response in the media being transited."

Accompanying diagrams show images of submarines and superconductors.


TTSA projects

So, it appears that TTSA projects being evaluated in terms of which will most likely lead to commercial products includes:

* Advanced aerospace technologies

* Beamed energy propulsion launch systems

* Space time metric engineering

* Radiation shielding materials for space applications

*Quantum communication.

Further information on the 2019 plans of the To The Stars Academy of Arts and Science

Securities and Exchange Commission

As part of its 12 February 2019 filing with the United States Securities and Exchange Commission (SEC), the To The Stars Academy of Arts and Science (TTSA for short) revealed details about the company's plans for 2019. Some of this information we already knew, but some seems new to me. In this post, I am going to focus on the TTSA Aerospace Division (AD) and the Science Division (SD), and not speak to the Entertainment Division. I will be adding my own comments on the material found on the SEC website, concerning TTSA. However, it should be noted that I would be making the same comments, and asking the same critical questions, of any organisation which was setting out its aims etc. In fact, in general, I think TTSA is doing a reasonable job of trying to break us out of the mode of thinking and research, that many in the UFO field seemed to be have been locked in to.

Mission

"Our mission is to be a vehicle for change by inspiring a new found appreciation of the profound, yet unresolved, mysteries of the universe that can unify people around the world. We are working to achieve our mission via an aerospace, science and  entertainment consortium that collaborates with global citizens to investigate the outer edges of science and unconventional thinking and provide access to information  through exotic engineering, entertainment media, and education that ignites the imagination."

Aerospace Division

"The Aerospace Division  is dedicated to finding revolutionary breakthroughs in propulsion, energy and communication...The company is in the process of evaluating which projects will most likely lead to viable commercial products. Projects under consideration include advanced aerospace technologies, Beamed Energy Propulsion ("BEP") launch systems, Space Time Metric Engineering ("STME"), and radiation shielding materials for space applications."

My comments

1. In a blog post dated 30 September 2018, I reported on the details of a contract between TTSA and EarthTech International concerning BEP, i.e. "to define a comprehensive program plan to develop an operational BEP launch system."

2. However, there was no mention by TTSA of any contract for work on STME - although it is known that Dr Hal Puthoff has been working on STME for many years; and I have not seen any mention of a contract for work on "radiation shielding material for space applications." This latter, seems new information to me. Has any reader seen mention of this?

The filing goes on:

"Most recently the AD is directing its efforts toward BEP in order to develop known and existing methodology to launch small satellites into orbit using ground-based laser beams. Among the company's proposed project areas, BEP has the advantage of existing feasibility testing, significant technical analysis, early program planning and a promising market..."

"To stay on track with our long-term project gaols, we are also initiating development of Space Time Metric Engineering ("STME") because it is necessary technology required to achieve the AD's exotic engineering objectives ( e.g. the "Vision Vehicle".) While the basics of the physics has been established, there is foundational work - in the form of many experiments - necessary to further develop this technology."

"The company has requested proposals with the technical specialists involved in these feasibility efforts to develop a BEP launch system and proposals that perform foundational experiments in transitioning STME from theory to practice."

My comment

Again, we know of details concerning BEP, but I have seen no detailed documentation concerning any 2018/2019 work on STME. Has any reader?

"We continue to have direct meetings with industry partners, and we anticipate that our efforts to have collaborative relationships will gain significant momentum in 2019."

Science Division

"The company's Science Division is a theoretical and experimental laboratory, challenging conventional thinking by discovering a new world of physics and consciousness - related possibilities and explaining how  to use them to affect the world positively...The SD continues to evaluate the viability of pursuing brain-computer interface technology, human ultra-experience database, and telepathy, but our most significant accomplishment in advancing science and in 2017 was the launch of our initial version of TTSAA's online Community of Interest (COI.)

The company's vision of a fully functional COI is online collection, storage, and analysis point for information regarding events, witness and data reports associated  with advanced technologies and capabilities..."

My comments

1. The concept of a "human ultra-experience database" seems to parallel work along these lines conducted by Kit Green and his "high functioning individuals"

2. I note the word "telepathy" included in the SD's spectrum of pursuits. Very little has been mentioned of this area of the TTSA SD's work. Has any reader, any more information on this aspect?

3. The COI today is little more than an online collection of the three released videos, and material relating to the 2004 Nimitz encounters, and nothing has been added in 2019. If TTSA is looking to "collect, store, and analyse" then it is perusing this aim in a very slow manner. On the point about "witness and data reports" then this has been undertaken by several others before, e.g. MUFON CMS database, and the National UFO Reporting Center.  As these have been in use for many years, whatever their shortcomings, why reinvent the wheel? Why not work with MUFON etc to enhance existing databases?

"During 2018, the Science Division also refined its staffing plans and met with individuals in the USG about possible government-funded studies. Our most significant accomplishment in advancing science and education  in 2018 was the launch of the A.D.A.M. Research project in August 2018...materials samples the company acquired through reliable reports of advanced aerospace vehicles of unknown origin."

My comment

A number of researchers would strongly disagree about the last statement concerning samples. The links between some "artifacts" and UAP are tenuous indeed. In addition, many claimed artifacts from such reported events as a "crash at Roswell in 1947" come from the collection of material in recent years, with no definitive linkage back to 1947.

"In 2019, if the resources are available, we plan to evolve COI from a read only site to one that allows data submissions from the public, USG and foreign governments. One of our objectives in developing the COI is creating proprietary algorithms to find detailed patterns in the data submitted bu users and correlate them with other academic research. This may result in commercially valuable algorithms, and because there is no real competition in this area that we are aware of, we believe the probability of capturing such business high."

My comment

This is a laudable goal. However, as key database researchers such as Jacques Vallee have repeatably pointed out, there are pitfalls in such methodology.

In 2014, at a meeting in Paris, France, Vallee, when speaking of his CAPELLA database stated:
