I mean, thanks to Reid's comments, it seems highly likely he was the DIA guy who contacted Bigelow and expressed interest in his ranch and then instructed Reid how the study should be formulated "in scientific language" "that anyone can look at", and then ended up running the program with the contractor he had shared interests with, who was Reid's friend.
